5 reasons why you may be charged for money transfers between bank accounts linked to your MoMo wallet
The Ghana Revenue Authority (GRA) has acknowledged a surge in complaints regarding erroneous charges related to the Electronic Transfer Levy (E-Levy) following the commencement of the second phase of implementation on July 1, 2022.
The GRA in a public notice said the wrongful charges occur when customers of a Charging Entity are incorrectly billed for E-Levy, and the GRA has identified several factors contributing to this issue:
1. Non-cancellation of reservations (uncompleted payment processes) by Charging Entities.
2. Failure to update Taxpayer Identification Number (TIN)/Ghanacard PIN on the common platform by Charging Entities.
3. Failure of customers to provide Charging Entities with Ghanacard PIN/TIN.
4. Non-integration of channels on the common platform by Charging Entities.
5. Incorrect reporting onto the common platform by Charging Entities.
The GRA emphasized that these wrongful charges stem from Charging Entities' non-compliance with the specified guidelines for connecting to the Electronic Levy Management System (ELMAS).
Please note: Transfers between accounts owned by the same person are exempt from E-Levy if both accounts are registered with your Ghana Card. Please confirm your Ghana Card registration at your bank/telco to avoid wrong E-Levy charges. pic.twitter.com/tlySF6gAzu

The guidelines have been communicated to the Charging Entities for their awareness and adherence.
Affected customers who have been charged E-Levy erroneously are advised to report the issue to their respective Charging Entities for resolution.
